AFAIK, memes are expressions of common thoughts or something like that. Seems to be that they are as old as consciousness.

They are protected speech under the first amendment of the constitution of the United States of America; problem solved.

They are vehicles used to convey contradictions as well as other things I imagine. Blue Jeans and Rock and Roll, as I posted earlier, are a perfect example of a proto meme. Really all they are is a vehicle for transporting an idea or contradiction.

I never really understood what the term concern troll meant... for some reason I thought it meant that somebody was inventing problems on the interweb to get concern from people, like digital munchausen by proxy... but now that seems obviously idiotic.
