As far as I can tell, Cummings thinks that a lot of black people in Baltimore are doing fine thanks to a vigorous production sector, and wants more investment of public resources to help the rest.
Sounds like he agrees with me, and isn't a capitalism hating malcontent that wants to glass industrial centers because they exploit people... like a a godamn communist.

Capitalism doesn't mean exploiting people. Crony capitalism does.
Supply-side economics, exemplified by the Republicans' tax bill that further enriches major corporations and our most affluent citizens while doing little to lift up the lives of everyday working American families, have not been shown to significantly promote economic growth. I support Demand-side economics, focused upon the moderation of federal taxes for working families, targeted support for the small businesses that create most of our jobs, and increased federal investment in education, health care, cleaner energy, affordable housing and public transportation.
A quote from Cummings on his economic outlook. Pretty standard centrist stuff, really. Certainly not anti-business, or anti-market. If you think political polarization is bad, Cummings is a work-across-the-aisle politician, and one of the earlier Dems open to working with Trump during the usual grace period we give a POTUS to learn the job.
Focus on the middle class, working families and small businesses... sounds like a more sensible National Review think-piece.
