Most European countries has had referendums about joining the EU and/or joining the Euro. Some has had referendums to ratify new treaties.
The No side in these has always been strong and is the base for the euro sceptical parties. Nothing new under the sun.

Uhmm... then the pro-EU soundly won already. Neither Salvini, Le Pen, Orban or several other of the more influential (as in electable) euroskeptic parties, are anti-EU. There isn't any conflict between anti or pro-EU's, that's not what's been happening. But it's not really a democracy. The European parliament is just a distraction, and has no real power. The commission is designed to not be influenced by those troublesome voters, and it's the institution that has all the power in the EU.
