No, I have paid enough attention to realize the republicans control the Senate and the Executive branch, and the Attorney General is the one who is responsible for upholding the rule of law, and that guy works for the President, who happens to be the republican who was the principal victim of this corruption.
i'm assuming he means the house investigation committees that are indeed under democratic control
as far as republican leadership and the rule of law yeah i agree that the drain the swamp ship has sailed, trump's cabinet picks have been feckless and the big R republicans have no interest in upsetting the established order

The House investigations are a circus show. They have nothing to do with the rule of law. He was just putting on a show himself. If he really wants justice, he should be asking the President to appoint as Attorney General, instead of more deep state neocons, somebody who will uphold the rule of law. It's just a farce.
All of this is Trump's doing. He appointed Sessions. He appointed all those neocons and corporate cronies. He lost the midterms in the House because of his tax cuts for the wealthy and pro-business moves.
The republicans controlled everything at one point. They still fucked up because most of them like the liberals being in charge so they can do what you saw in that video: complain as the righteous outsider. They are just playing part.
The incumbent POTUS usually loses the House if they controlled it during the mid-terms, assuming it's because of the tax cuts, more projecting on the electorate.
