Fuck the Crystal roof garden.

Put people to work rebuilding it with traditional methods and materials.

Can't be done. European oak isn't available in the lengths needed to replace the longest beams.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

They can use modern laminate wood beams for the non visible parts. That's what they use for sailing ship replicas.

The whole roof is non visible. No one will ever see it.
Besides, if you are going to fake it anyway, why not do something inovative instead?
It wasn't really unique as it was. There are dozens of Cathedrals like it all over Europe and the spire wasn't even that old.

Unless someone develops a sort of flying camera, and takes video of the city from above. :D

No, the inside of the roof is not visible. There is no need to cut down 1300 mature oaks to make roof timbers that no one will ever see.
If you are going to fake it with laminates or steel why not do something inovative instead?
A crystal roof garden would be a real attraction.

Because it's not supposed to have a crystal roof garden. It's an old cathedral. I'm sure there are plenty of buildings in central Paris that are strong enough that you can build a roof garden on.

They can build a new different spire if they want to be creative.

To who, though? To churchgoers (it's not a parish church, but some church services are still held there) or just to regular tourists? Do regular tourists visit famous historical landmarks to catch a glimpse of something historical... or to admire fusion of medieval and modern architecture? Architects and students might, sure, but imagine someone building a trebuchet...and adding machine guns to it and still insisting that it was a genuine replica of a trebuchet. People might want to look at the machine gun-trebuchet, but if they're into historical reenactment... it might just seem out of place to them.

Want a futuristic crystal roof garden over a church? Build an entirely new church.

William the Conqueror's castle did the juxtaposition between old and new really well. Rather than replace staircases in stone or concrete they made large stainless replacements. This meant that you could tell which parts of the building were original.
I'd visit a cathedral with a roof garden. The inside would still be old but a glass roof would open up a whole new level of the church to visit. The views over the city would be fantastic.
If Notre Dame was the last medieval cathedral left or the finest example of the craft I'd feel differently but it's not.
It's already a miss match of designs and styles spanning the centuries with many of it's features only 150 years old.
A lot of people objected to the glass pyramid at the Louvre when it was first built but it is a much loved bit of Paris architecture now.

You're all just a bunch of fuddy duddies.

Have you ever been to the attic of an old church? The space between the domed ceiling and the roof. There isn’t supposed to be anything there. The top of the domes aren’t constructed to have any weight on them and the whole structure of the building is done to conserve weight on the top. You can’t just putt tons of soil and plants up there without first reinforcing everything else. It’s a really stupid idea.
