Those numbers don't actually make any sense...
They’re presented poorly. Look at is as “What percent of people making under $15k are Dem/Rep” and “What percent of people making over 200k are Dem/Rep”.
The percentages reference the political affiliation of people making the specified incomes.

Contrary to popular myth, it's very difficult to get permanent residency in Canada.
Even the refugees. They get their hearings, but in actual fact the majority of claims are denied.
Last I looked at Canada, it seemed like $100k was pretty much the deal.
