Country First Conservatives are conservative on social issues and are the only typology group in which a majority says homosexuality should be discouraged by society.

No. And you have to start some where to orient kids in the grand ol two party system. Plus you have to get them ready for those standardized test so gotta stick to the curriculum and pacing. Its a very "managed" system as you are aware. Think taylorism and you'd be close.
