The entirety of Illinois is corrupt; it's not just Chicago. Springfield is a hot mess and has been since I was a kid. They don't need Chicago's help to be corrupt.

Anyway, this is a ridiculously small point to make. I'm not discarding the corruption in Chicago. Chicagoans are taught this at a young age. That doesn't make the corruption in Springfield less bad. The action he took as a representative of the state is his to own. You can't throw any ole' corrupt politician in Chicago to prison for what the governor did.
So, I guess I don't get what your point is.

Philadelphia is not responsible for all Cheese Steaks...................... Chicago Politics doesn't need to be specifically practiced in Chicago, and the City of Chicago is not necessarily responsible.
Springfield is a completely different system of corruption from Chicago.
Also, Obama was more a swamp creature of Springfield. He has personal and intellectual ties in a Chicago, but the Chicago system has to do with aldermen and the mayor's office. Springfield in some ways is a much bigger game.
