You've got a bunch of kids coming up you need to train.

IMHNSO, Bolt .22 is the very best option, Lever Second, Semi-Auto not on the list for them.
A bolt rifle teaches you how to make shots count.

If it's for you and not the kids, nock yourself out with any of them.

I want a bolt, but the options aren't as great on the cheap end.

Marlin XT looks to be about right.

Reviews on the XT are mixed.

Might have to go with the Ruger,

Have you considered looking for a used rifle ?

I grew up shooting a Model 67 Winchester like this

Same price range.
I'm into used rifles big time. Especially anything pre 80s, preferably pre 70s. The craftsmanship and wood was just so much better.
If it was me, I start checking around locally and talk to folks. Tell them your looking for a bolt gun for the kids to learn on. I'll bet ya in 6 months word of mouth you'll get a great deal on a solid used .22

You should also consider a takedown variant.

I don't know why I find these guys so entertaining. It must be the unintentional comedy that comes with their seriousness

Totally dig the lever action (and the bolt action) btw.
