The reason the Americans don't use them, is because catapults can let more heavily loaded planes take off. Combining the two is not possible, since the landing gears would get smashed. Catapults are better in almost every way.

The reason the Brits don't use catapults, is because it's way more expensive. And they would rather go with two decent carriers, than a single superior one.

The expense of the catapult is the super steel used to make them. You have to change it out regularly as well.
